This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.

3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04 and DPN 20190215 and DAFAC 2024-0612.
4. THIS REQUIREMENT WILL BE: OPEN MARKET. The North American Industry Classification System (NAICS) number for this acquisition is 561720 with a size standard of $22M.

6. Description of requirements for the items to be acquired:
a. The Air Force Test Center (AFTC) and Edwards Air Force Base (EAFB), CA has a requirement to provide top quality, customer-oriented communications services for Edwards AFB (EAFB).
(1) Estimated Delivery: Service to be performed within 15 days, starting date to be determined once contract is awarded. All work will be performed once given access to the location. All work should be performed on Saturday(s) to allow carpet adequate time to dry before start of the normal work week. Destination Edwards AFB, CA
(2) The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. All provisions and clauses can be viewed in their entirety at acquisition.gov.

2. The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services applies to this acquisition.
ADDENDUM to 52.212-2, Evaluation – Commercial Items.
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
Any resulting contract of this RFQ will be awarded as Firm Fixed-Price. Quotes will be evaluated to determine best value. Price, features of the supply, delivery terms, and warranty terms are all factors to be considered when determining best value.
If options are included, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
