The County of Orange is establishing a Regional Cooperative Agreement (RCA) for CPR, BLS, First Aid, and Stop the Bleed® training services to meet the training needs of its 22 departments and 18,000+ employees. The RCA will serve as the County’s primary contract vehicle, enabling departments to issue subordinate contracts for agency-specific training requirements. This RCA is structured to accommodate varying training formats (online, in-person, and hybrid), class sizes, and language needs across departments. While the County is the leadagency, the awarded Contractor must support the subordinate contracting model and comply with County requirements, including pricing transparency, certification standards, and reporting.
