B.1 The core objectives for the Contractor in conducting an impact evaluation of the California Shared Renewables Portfolio are to: 1. Develop and implement program logic models for both the modified Green Tariff and new Community Renewable Energy Program. 2. Document and establish comprehensive program metrics for each program. 3. Assess progress towards each programs’ goals and metrics, determine program costeffectiveness, and meet Legislative reporting requirements. 4. Establish/verify data collection protocols necessary for program evaluation to be conducted in future independent evaluations. 5. Evaluate data to draw conclusions and recommendations. 6. Understand the evolving tax environment, including new options within Inflation Reduction Act provisions, and document how such provisions are being utilized by program participants and market actors. 7. Evaluate delivery of the program administration to reach goals and objectives. B.2 The selected Contractor will document and conduct measurement and verification on the following program elements which shall be included in the final report: 1. The programs’ geographic coverage across the state, including Disadvantaged Communities and Tribal communities. 2. Number and location of eligible customers (service account ID or SAIDs) and enrolled customers. 3. Number and location of eligible customers not served 4.
