TASK 1: PROJECT INITIATION AND SCOPING • Attend a project kick-off meeting with City staff. • Prepare Initial Study (IS). • Prepare and circulate a Notice of Preparation (NOP) in accordance with CEQA Guidelines. • Conduct public and agency scoping meetings to gather comments on the scope and content of the environmental review document. • Define the environmental setting and establish the baseline for environmental impact analysis. • Identify and analyze consistency with applicable plans, such as the City of Pittsburg General Plan, local and regional plans. TASK 2: TECHNICAL STUDIES AND IMPACT ANALYSIS • Prepare technical studies as necessary to support the EIR analysis, which may include studies related to: Air Quality and Greenhouse Gas Emissions, Biological Resources, Cultural Resources, Geology and Soils, Hazards and Hazardous Materials, Hydrology and Water Quality, Land Use and Planning, Noise, Public Services and Utilities, Transportation assessment (including VMT analysis), Tribal Cultural Resources. • Identify and evaluate the significance of environmental impacts, considering both direct and indirect, as well as short-term and long-term impacts. • Identify and analyze cumulative and growth-inducing impacts. TASK 3: SPECIALIZED TECHNICAL STUDIES • Prepare Biological Resources Technical Report and Jurisdictional Delineation Report, Biological Assessment, Environmental Site Assessment (ESA Phase 1). • Prepare Transportation Assessment (including VMT analysis)
