Specifications include, but are not limited to: The San Joaquin County Human Services Agency (HSA) is soliciting proposals to provide Case Management services to California Work Opportunity and Responsibility to Kids (CalWORKs) participants for the term November 1, 2023, through October 31, 2025, with an option to extend for two (2) years. HSA is interested in identifying one or more responsible service providers. The goal of this Request for Proposal (RFP) is to secure services which will engage all HSA referred CalWORKs recipients in CalWORKs Employment Services activities that most successfully transition them from CalWORKs benefits to long-term, self-supporting employment. The contractor(s) shall provide the services which will meet this goal. In the process, the contractor(s) shall work with and assist local communities to develop or enhance their capacity to support the transition of recipients to self-sufficiency. In San Joaquin County there are approximately 9,500 families receiving CalWORKs benefits. Of the 9,500 families, it is estimated that up to 6,000 adults will participate in CalWORKs Employment Services activities as described in the CalWORKs legislation. Seventy-three percent (73%) of the CalWORKs recipients reside in the Stockton area, with the balance residing in the other cities and communities of San Joaquin County. Of the total CalWORKs population, approximately 84% have indicated English as their primary language, 14% Spanish and 2% other. Successful proposer(s) must demonstrate the capacity to provide services that are sensitive to literacy, language, cultural issues, substance abuse and mental health issues, and learning disabilities that may affect CalWORKs Case Management (CCM) services.
