Consistent with the requirements of the Active Transportation Program (ATP) that funds this project, SCAG is seeking a consultant (Consultant) to develop a Transportation Demand Management Plan (Plan/Project), with a focus on active transportation, for CSUDH that will integrate the needs of thousands of daily commuters along with the larger regional transit networks and partners relying on the campus as a key transit hub. Given the Plan’s focus on active transportation, the majority of existing conditions analysis and recommendations will primarily focus on a five-mile radius from campus. However, given the importance of multimodal integration and regional connectivity, a 10 to 15-mile radius will be considered to understand origin-destination patterns. The Plan will provide recommendations for leveraging the university’s location, incoming resources, and transit relationships to build multimodal infrastructure and partnerships to maximize regional mobility for people visiting and/or passing through the campus. With a new Metro/City of Carson regional transit hub scheduled to break ground on campus in 2026 and the development of a new Mobility Hub over the next three years, the influx of community members relying on the campus for mobility is only slated to grow over the next few years while existing surface parking lots are simultaneously slated for removal as part of campus development. Therefore, increasing the safety and accessibility for walking, biking, and other forms of active transportation to, from, and around the campus in close collaboration with the City of Carson and regional transit partners is critical to facilitate multimodal travel. The Plan will also address planning for short-term transportation spikes due to upcoming mega events. As an event venue for the Games, as well as a training venue for the 2026 FIFA World Cup, CSUDH will be responsible for providing adequate transportation infrastructure to serve as an alternative transit hub for thousands of support staff and eventgoers attending these mega events. The Consultant will be expected to examine how to leverage these larger planning efforts and resources into supporting future implementation of the Plan.
