The selected consultant or consulting firm will be expected to provide comprehensive community needs assessment services for the Shafter Youth Center Community Resiliency Center (CRC) project. The scope of work includes, but is not limited to, the following: 1. Kickoff Meeting: Conduct an initial meeting (in person or hybrid) with CAPK and the Collaborative Stakeholder Structure (CSS) to understand the project's objectives, goals, and preliminary strategies for the needs assessment. The CSS is composed of CAPK and its key partners, including Listen to Shafter, Building Healthy Communities, Kern Community College District, and Richland School District’s Family Resource Center, who will collaborate to ensure alignment with community needs. 2. Community Engagement Strategy Development: Develop and implement a comprehensive strategy for engaging key stakeholders who will contribute to the CRC project. The strategy should include: o Stakeholder Identification: Identify and engage a minimum of 50 key stakeholders involved in emergency preparedness, community resiliency, and critical services. Stakeholders should include, but are not limited to: City of Shafter County of Kern Office of Emergency Services (OES) Local grocery stores Churches Kern County emergency response teams Kern County Sheriff Department Shafter Police Department Local healthcare providers Kern County Hospitals Public utilities such as PG&E Local Business and Industry Leaders
