1.1. The Health and Human Services Agency (HHSA) contracts for the provision of environmental and community-based substance misuse disorder prevention services that encourage, support, and promote safe and healthy behaviors and environments to mitigate substance misuse-related harm. 1.2. The Contractor shall develop and implement a countywide substance misuse prevention education, training and technical assistance program with expertise in preventing harm from alcohol, cannabis, other emerging substances, harm reduction, and overdose prevention. The Contractor shall provide training, technical assistance, coordination and strategic planning to both service providers and directly to the community to implement evidence-based and/or community-defined prevention practices throughout San Diego County. The countywide substance misuse prevention education, training and technical assistance services shall be provided in accordance with standards set forth by the Substance Abuse and Mental Health Services Administration (SAMHSA) Substance Use Block Grant Primary Prevention Set-Aside; once released, the Department of Health Care Services Behavioral Health Prevention Plan, and the most current Behavioral Health Services (BHS) prevention plan and/or logic model.
