County of San Diego, Child and Family Well-Being (CFWB) and Probation Department are required by California Department of Social Services (CDSS) to assess for outcome performance through the California-Children and Family Services Review (C-CFSR) process. The C-CFSR process begins with the County Self-Assessment (CSA) and Peer Review whereby counties use multiple methods, data sources, and community engagement strategies to examine and analyze their strengths and needs from prevention through the continuum of care. This includes reviews of procedural and system practices, current levels of performance, and available resources. Outcomes from the CSA drive the development of the System Improvement Plan (SIP). The SIP outlines measurable goals and strategies to be implemented in a five-year cycle. In addition, the SIP informs on proposed programs and expenditures to ensure public funds are used effectively to meet funding and regulatory mandates required by the State and Federal government. The Contractor shall support the C-CFSR process by providing CFWB and Probation assistance in data collection, data analysis, meeting facilitation, and the development of the CSA and SIP reports.
