Specifications include, but are not limited to:SCOPE OF WORK CONSULTING SERVICES FOR PUBLIC AWARENESS PROGRAMS ON HUMAN TRAFFICKING, ANTI-CRIME/ANTI-TERRORISM AND EMERGENCY PREPAREDNESS INTRODUCTION In March 2014, the Orange County Transportation Authority (OCTA) was awarded grant funds to create awareness programs for human trafficking, anti-crime/anti-terrorism, and emergency preparedness. OCTA created and launched the “Be The One” (BT1) brand campaign for each of the three programs. The campaign was very successful and has been well accepted throughout Orange County and beyond. In September 2014, OCTA was awarded additional grant funds to continue the efforts of these important public awareness programs. OCTA’s goal is to utilize these funds to develop action-oriented campaigns, to create public engagement through such things as online surveys, contests, etc. OCTA requires assistance from a Consultant to help develop these programs. Those proposing as the Consultant on this RFP are encouraged to sub-contract tasks outside of their expertise. The Consultant and/or sub-contractor should have knowledge and capabilities in each of the following areas: General marketing and advertising Branding and messaging Graphic design and copywriting Translation services Photography Video Production Web and mobile design and development Print collateral production, printing, distribution, specialty printing, events, and other promotional items as required The Consultant shall require proficiency in areas such as concept/planning, design, layout, copywriting, production, printing, photography, video production, translation, web and mobile design and development, fulfillment, etc. BACKGROUND OCTA is a multi-modal transportation agency which serves the Orange County region through countywide bus and paratransit service, Metrolink commuter rail service, the 91 Express Lanes toll facility, freeway, street and road improvement projects, motorist aid services, and by regulating taxi operations. With a population of over three million, Orange County is the third most populous county in California and the sixth most populous county in the nation. The population is expected to grow to 3.7 million by 2040.
