Specifications include, but are not limited to: 7.1 CONTRACTOR will assist WIA Staff in developing detailed plans and timelines for achieving project goals and objectives. 7.2 CONTRACTOR will assist CSS WIA staff in organizing work group activities involving the project partners. 7.3 CONTRACTOR will consider the entirety of Los Angeles County for this project, paying close attention to remote areas, such as Lancaster and Palmdale, in development of the Needs Assessment study, feasibility study, outreach and marketing plan, and operating plan. 7.4 CONTRACTOR will provide technical support, identify and organize data and identify best practices and service models to develop a Needs Assessment study, feasibility study, outreach and marketing plan, and operating plan for Mobility Management Transportation programs in Los Angeles County. GIS mapping and analysis is required for development of the Final Mobility Management Needs Assessment Study. 7.5 CONTRACTOR will conduct quantitative and qualitative analyses to assess the transportation needs of persons to access jobs and job related activities in Los Angeles County. Target populations to consider in the analysis include: low income, disabled, and elderly individuals, the unemployed/underemployed, Transition Age Youth, Foster Care youth and Probation youth. 7.6 CONTRACTOR will assess the feasibility to provide Mobility Management programs to address identified needs of the target population seeking access to jobs and job related activities. Possible programs may include but are not limited to door-to-door, door-through-door transportation services and taxi vouchers. 7.6.1 CONTRACTOR will assess the potential of each proposed transportation service by providing the following: a) Estimated number of rides per year, as measured by one-way vehicle trips. b) Estimated number of jobs that can be accessed per year within a 25 mile radius from the five (5) most populous areas in each of the five Los Angeles County Supervisorial Districts as the center point. c) Assessment of all factors impacting the availability of transportation, including changes to geographical coverage area and service quality and time. 7.7 CONTRACTOR will review and comment on recommendations drafted by CSS WIA representatives toward the development of the Final Mobility Management Needs Assessment Study.
