Contractor shall assess current BHS functions, organizational structure and resources, including but not limited to staffing, infrastructure, and funding, as well as the impact of recent large scale policy changes and initiatives on the network of care, BHS clients, and available revenue. Contractor shall develop from the assessment, as well as best practices in Medi-Cal/Medicaid health plan operations in California and other jurisdictions nationally, a report with recommendations to maximize the efficient and effective delivery of services by BHS, including as its roles outlined in Section 2 Background. Contractor will also work with all present and possible future consultants working in similar but specific areas of need as outlined throughout this document and help to integrate those changes and future changes from said other consultants in final product.
