Specifications include, but are not limited to: 3.1 Vendor shall be provided written, videotaped, and audiotaped testimony by community members and stakeholder groups from throughout Los Angeles County. The information was gathered during a series of hearings held within each of the five Supervisorial Districts and an additional hearing focused on the experiences of women of color and members of LGBTQ communities. Other relevant data may be considered. The Vendor shall: 3.1.1 Assemble testimony and relevant data. 3.1.2 Conduct follow-up interviews with individuals, organizations or stakeholder groups, HRC staff, or commissioners, as needed. 3.1.3 Analyze and synthesize interviews, testimony, and data, identifying patterns that indicate positive practices and areas of improvement. Identified patterns may include distinctive experiences in different locations or regions. 3.1.4 Frame findings in a historical context relevant to Los Angeles County police-community relations. 3.1.5 Identify positive practices and/or areas for improvement, and their sources in the testimony at hearings or other available information. 3.2 Vendor shall obtain advance approval from CHR staff of relevant data considered for use in the analysis. 3.3 Vendor shall provide WDACS with documentation that Vendor is qualified to conduct business in the County of Los Angeles. 3.4 Vendor shall confirm to WDACS that Vendor has not been debarred by the federal government, State of California, or any local government.
