The Interstate 10 Corridor Freight and Express Lane Project – Contract 2A (Project), located in San Bernardino County, proposes to construct a single express lane with price-managed/tolled facilities in both directions of Interstate 10 (I-10) from approximately I-15 to 0.3 miles east of Sierra Avenue, through the cities of Ontario and , Fontana (including unincorporated area), and the unincorporated communities of Fontana and Bloomington. The Project improvements consist of inside and outside roadway and bridge structures widening within the project limits and will require improvements to local access ramps, freeway system connectors, and bridge structures. These improvements generally include: • Addition of one Express Lane in each direction between the I-10/I-15 Interchange and Sierra Avenue., • Provide five Ingress/Egress (I/E) at-grade access locations to the express lanes: three in the westbound direction and two in the eastbound direction. Two intermediate access locations in each direction are combined I/E. One intermediate access location will provide ingress only in the westbound direction to the east of I-15. Additionally, the existing westbound ingress and eastbound egress locations at Haven Avenue in SBCTA’s existing I-10 Express Lane facility will be modified to provide combined I/E access in the eastbound direction only., • Relocate five existing Toll Rate Dynamic Message Signs, and associated sign structures and tolling equipment from existing toll equipment pads., • Coordinate with SBCTA's Toll Service Provider (TSP) for tolling equipment, maintaining operations, and access to existing toll lanes throughout construction., • Separation of general purpose (GP) lanes from the proposed express lanes with a 2-foot wide buffer and surface mounted channelizers within the project limits., • Improve existing auxiliary lanes within the project limits., • Extend the existing acceleration and deceleration lanes in the eastbound direction between Cherry Avenue and Citrus Avenue. The project proposes adding approximately 10 lane miles of new roadway and restriping 13.7 lane miles of existing roadway in each direction. Other project improvements include: • Construct California Highway Patrol (CHP) observation areas., • Replace existing concrete barriers, temporary railings, metal beam guardrails, and metal three- beam barriers with standard safety systems., • Construct maintenance vehicle pullouts (MVP) at various locations., • Modify existing stormwater drainage channels, construction of new drainage facilities, and water quality Best Management Practices (BMPs)., • Construct median lighting at express lane I/E and other select locations along the corridor within the project limits., • Replace freeway overhead sign structures and roadside signs., • Construct retaining walls and sound walls., • Widen seven bridges and reconstruct two bridges.
