• Consultant Procurement and Selection – Although the County anticipates completing project bidding with County staff, responses shall address all tasks required for soliciting bids from contractor(s). Examples of tasks may include preparing bid packages, verifying funding source requirements, responding to request for information, preparing addenda, completing public interest findings, facilitating a pre-bid meeting, and conducting bid opening. • Contract Management - Examples of tasks may include: o Assist in compiling complete contract documents; o Track status of contracts, budgets, schedules. • Regulatory Permit Compliance – All tasks associated with ensuring permit compliance. In addition to permits typically associated with bridge construction (CWA 401, CWA 404, CFGC 1600), the Projects have been issued a Biological Opinion (BO) from the United States Fish and Wildlife Service (USFWS) and a Consistency Determination (CD) from the California Department of Fish and Wildlife (CDFW) for the State and Federally listed species of Giant Garter Snake. It is anticipated that a certified biological monitor will be provided by the General Contractor throughout the duration of construction. However, the County desires that Consultants will retain the services of a qualified biologist to review notes, reports, correspondence and submittals from the Contractor supplied Biologist. It will be necessary to conduct surveys of the project site for special status plant and animal species. Stream diversion activities are likely to be undertaken throughout the duration of construction as well. Examples of tasks may include permit review, preconstruction notification and coordination, preconstruction biological and habitat surveys, establishment of exclusionary zones, biological awareness training, dewatering plan review/approval/inspection/reporting, irregular monitoring of special status habitat and species upon presence of special status species, review of routine reporting daily/monthly/annually, and/or archaeological consultation upon unanticipated discoveries. See attachment F. • Site Restoration Project – The County will require assistance in implementing a Site Restoration Plan, prepared by Padre Associates Inc. in 2018 (rev. 2020), see attachment G. This will include but is not limited to the following: assistance in preparing cost and time estimates of the restoration plan project, preparing drafts of CalTrans forms to obtain HBP funding for a Non-infrastructure (NI) phase (including but not limited to LAPM 3-A, LAPG 6-D, and required attachments), developing bidding documents including notice to bidders, plans, and specifications in order to formally bid the implementation of the Site Restoration Plan Project, and finally consultant support for monitoring and reporting during and post site restoration as required by the regulatory permits and Site Restoration Plan. • Construction Engineering/Management – All tasks associated with delivering a completed capital improvement construction project. The selected consultant shall act as Resident Engineer (RE) for Project. Examples of tasks may include revising estimates, revising funding applications, reviewing and approving contractor submittals, responding to requests for information, prepare meeting agenda and minutes, attend meetings including preconstruction, weekly and special topic meetings, conducting daily and special inspections, performing field surveys and grade checks, performing construction quality assurance, preparing progress payments, labor compliance, dispute resolution, providing professional opinion, conduct final inspection and develop punch list , as-built plan set, and preparing project closeout notices, reports, and documents. • Coordination - Examples of tasks may include: o Coordinate the above tasks with contractor and subcontractor(s); o Coordination with State and Federal agencies, including but not limited to Cal OES, CalTrans, FEMA, FHWA, USFWS, USACE, NRCS, USDA, CDFW, SWRQCB, CVRWQCB, CVFPB, and tribal representatives.
