The purpose of this study is to develop a defensible user fee structure that reflects the reasonable cost of service delivery, promotes fiscal sustainability, and provides a framework for future updates. The consultant will: 4.1.1. Conduct a comprehensive review of the City’s existing user fees and charges for services. The current fee schedule is provided as Exhibit A. 4.1.2. Evaluate each fee for cost recovery by comparing the current fee amount with the cost to provide the service. This includes: Reviewing the City’s existing methodology and assumptions; Identifying service not currently being recovered by fees but which may be appropriate for fee-based recovery; Identify services that are over-recovered or under-recovered. 4.1.3. Conduct interviews with Key City departments to identify: Services currently offered without associated fees; Changes in service levels or delivery that warrant new or modified fees; Operational nuances that should be considered in the cost calculations. 4.1.4. Recommend adjustments to the fee structure, including: Suggested fee amounts based on full cost recovery; Policy-based subsidy levels where full cost recovery is not advisable; Consolidated or restructured fees to improve administrative efficiency or customer clarity.
