Specifications include, but are not limited to: Solano County supports public facilities and capital improvements, required as the result of futuredevelopment within Solano County, through the collection of a Public Facilities Fee. The Mitigation FeeAct (Government Code section 66000, et. seq.) requires that the premises and projections upon whichthe Public Facilities Fee is established to be evaluated at least every five years. The last evaluation wascompleted in 2006. The next evaluation should be completed in 2012.The comprehensive study will evaluate the relationship between new development within the County andthe amount of public facilities the County must acquire to accommodate growth through the year 2035.The study will determine facilities costs and calculate the Public Facilities Fee by land use type. Theestimates of public facilities required to serve growth assume that new development will provide facilitiesadequate to maintain County facility standards.The purpose of this Request for Qualifications (RFQ) is to procure an all-inclusive, broad-basedcontractor to meet the County's needs within the given time line.
