Specifications include, but are not limited to: 1.1 The purpose of this project is to construct a fire station, the proposed project is approximately 14,000 square-foot fire station located at the southeast corner of Alta Road and Otay Mesa Road on a 1.5-acre portion of APN: 648-071-16-00, owned by the County of San Diego in the East Otay Mesa Specific Plan Area. The project consists of 4 apparatus bays, lobby, office, conference room, 12 dormitory rooms, restrooms, kitchen, dining room, day room, gym, 26 parking spaces and ancillary support features including a fueling station, equipment storage, hose rack, generator and security fencing. This project will also include a Building Automation System, and will be designed to attain Net Zero Energy. The site is currently vacant and undeveloped. Access would be provided by private driveways connecting to Alta Road. 1.2 The County of San Diego is advancing toward the goal of reducing carbon emissions to zero by the year 2035, as declared by the Board of Supervisors on January 27, 2001. The Supervisors have stated that a zero-carbon policy will reduce the burden on working families and provide well-paying jobs in our region.1.3 To that end, the Department of General Services (DGS) has been working diligently to reduce operational carbon emissions from existing buildings, and to build new ones that are zero net energy. Another important method for achieving this goal, even before a building is built, is to reduce the emissions caused by the creation of building materials for constructing new facilities (called embodied carbon) through the analysis of Environmental Product Declaration (EPD) certificates.1.4 DGS will be requiring some level of effort from our designers and builders to assist in achieving this goal. This project will include that requirement. DGS is interested, therefore, in assessing the experience of proposers for this Construction Manager at Risk project regarding the analysis of embodied carbon in construction materials and the use of EPDs. Proposals shall demonstrate previous experience with reducing embodied carbon in construction projects through completion of carbon Life Cycle Assessment documentation, Environmental Product Declarations, and achievement of LEED credits.
