The City’s first CAAP will identify strategies to reduce emissions, strengthen infrastructure, and prepare for climate hazards such as extreme heat, flooding, drought, and wildfires. The plan will prioritize the needs of vulnerable residents and focus on building resilience in transportation and emergency systems. The CAAP will build on existing plans and regional tools, including the Local Hazard Mitigation Plan, the Gateway Cities COG Climate Action Planning Framework, and the SCAG Regional Climate Adaptation Framework. Key components of the project include a Climate Vulnerability Assessment with an emphasis on transportation systems and evacuation readiness; a comprehensive Greenhouse Gas (GHG) Inventory, along with future emissions forecasts and reduction targets; the development of both short and long-term adaptation strategies; an inclusive and accessible community engagement process; and the preparation of a finalized, adoptable CAAP that includes clear implementation steps.
