3.1. Existing System Assessment • Review and document the current SCADA system architecture, hardware, software, communication networks, and security protocols. • Evaluate the performance, reliability, and security of the existing SCADA system. • Identify any system vulnerabilities, bottlenecks, or outdated components that may require upgrades or replacements. 3.2. Needs Analysis • Conduct stakeholder interviews with District staff to understand current operational challenges, future needs, and desired enhancements to the SCADA system. • Analyze future water system expansion plans and assess the SCADA requirements needed to support these developments. • Identify opportunities for automation, remote monitoring, and data integration that can improve operational efficiency and decision-making. 3.3. Technology Evaluation • Research and evaluate emerging SCADA technologies, including hardware, software, cybersecurity measures, and communication networks. • Provide recommendations for SCADA system upgrades, including cost-benefit analysis for each proposed solution. • Identify any interoperability issues between the current system and potential new technologies.
