Specifications include, but are not limited to: A. General: Fuel management system (automated data collection) consists of equipment designed to automate control of fuel and, at a minimum, shall consist of the items listed in the following paragraphs.; B. Access Device: WEX Card, used to activate the system by insertion into a receptacle on the fuel management unit. ; C. Fuel Management Unit (Reader Device): WEX Card reader device, located on the fuel island used to turn fuel dispensers on and off, monitor fuel dispensed, recognize authorized card, and interface with existing dispensers and tank level monitoring systems. Fuel management unit shall have a 32-bit processor operating at 25 MHz or faster, installed in the weatherproof enclosure. Receptacles for reading cards shall be covered to prevent sand, water and snow from causing system problems. Unit shall have flash memory, at least 4 MB of non-volatile SRAM, so that firmware can be updated without having to replace chips.; 1. Each fuel management unit device shall have the ability to simultaneously control up to eight (8) hoses and control up to eight (8) satellite units, which in turn can simultaneously control up to eight (8) hoses.; 2. Each master and each satellite fuel master unit shall sore a minimum of 4,000 transactions.; 3. Each hose shall be individually set for any number of pulses between 1 and 1000 for each unit of measurement. Thus, the system can use various rate pulsers to measure different products to various levels of accuracy.; 4. Each fuel management unit shall have a liquid crystal display (LCD) using light emitting diodes (LED) with back light, minimum of 2 lines by 40 characters. Device shall also include an alpha/numeric keypad.; 5. Mounting: Free-standing Pedestal.; D. Central Controller: Personal computer used to communicate with the fuel management unit to download transaction data, upload authorizations, or to change fuel management unit configuration.; 1. Central Controller with Fuel Management Software provided by the State.; E. Fuel Management Software: Windows Software installed on Central Controller.; 1. Fuel Management Software is provided by the State.; F. Communications Cabling: Horizontal cable and its connecting hardware providing the means of transporting signals between the Fuel Management Unit and the central controller.; 1. Maximum allowable horizontal cable length is 295 feet.; 2. Terminate communication cable at main server with a RJ45 connector. ; A. AIM2.4 Ready at the fuel island and upgradeable to fully automated RF/TAG system: The fuel management system shall be capable of a future upgrade to a fully automated system, requiring no human intervention for the system to operate.; B. True Manual Override: Manual override of the fuel management system should any problems occur. The override shall be a complete, total by-pass of the fuel management system. Requirements that parts of the fuel management system be operational for the manual override function; for example, emit fiber optic signals, etc. shall not be accepted.; C. Semi-Manual Mode: Capability to record fuel dispensed in emergency situations, when there is a need for vehicles without cards to be refueled or to streamline refueling operations, and yet accountability is still desired. When activated, individual Fuel Maintenance Units shall be placed into semi-manual mode with a supervisor’s key. In this mode, fuel can be dispensed by any pump as if the Fuel Management Unit device is not functioning however the Fuel Management Unit will record all transactions as semi-manual transactions.; D. Self-diagnostic Capability: Fuel Management Unit device shall permit diagnostic testing of boards, LCD, and keypad using the supervisor’s key.; E. WEX Credit Card Access: Fuel Management Unit device shall be equipped with magnetic stripe card receptable accessible with WEX Card.
