Specifications include, but are not limited to: The San Luis Obispo County Flood and Water Conservation District (District) owns and operates the State Water Project pipeline, which conveys water from the State Water Project (SWP) to Morro Bay, the California Correction Facility, and various County buildings. During the storm events in January 2023, a section of approximately 300 feet of the Chorro Valley access road to the State Water Projects pipeline slope protection eroded (see Figure 1) creating a hazard to the access road and the transmission pipeline underneath the road. The unstable slope has left the existing pipeline vulnerable to future damages which could result in property damage and loss of water supply to these communities. The Chorro Valley Access Road provides the only access to the Cuesta Tunnel and other critical access points for the Nacimiento Water Project (NWP) pipeline, SWP pipeline, and Salinas pipeline. This road is a low traffic volume ranch road. These pipelines provide water for the City of San Luis Obispo, Morro Bay, California Men’s Colony, and various County facilities. Being able to access these facilities is important because the communities that rely on this water do not have redundant water transmission methods, thus they would not have access to water from these sources in the event the pipelines were damaged. This access road is not paved and cannot be accessed during the winter months in a year with moderate rain. The District would like to conduct a planning-level Alternatives Review to explore a few options for the repair of the access road. These repair alternatives will explore options with the potential to reduce or eliminate future risks from storm events. Improvements to the drainage system are important for this road, some alternatives will include: installing new culverts, waterbars, rolling dips, and other structures to divert water. Once an alternative is chosen there is the option for design and construction services work.
