The County of Riverside Purchasing Department on behalf of the Treasurer-Tax Collector is soliciting quotations for Certified Mailing Services as detailed in this RFQ. The Riverside County Treasurer-Tax Collector is responsible for the collection of secured property taxes. One of the remedies, per the California Revenue and Taxation Code, for delinquent secured taxes is through the sale of tax defaulted property after five years of non-payment. The Riverside County Treasurer-Tax Collector is required to send certified notice to all parties of interest 45-120 days prior to the tax sale. The Riverside County Treasurer-Tax Collector has averaged mailing 40,000 certified pieces of mail per year the last few years. This amount can fluctuate depending on how many parcels we offer for tax sale each year. The Riverside County Treasurer-Tax Collector is seeking to outsource the mailing of the certified notices. The Treasurer-Tax Collector is looking for a company with experience in handling massive, certified mailings and has a secure website where the department representatives can upload the required data files, at which the company would handle the rest of the certified mailing.
