Consultant services are needed for implementing a Microenterprise Business Assistance Program funded by CDBG funds. The successful consultant will coordinate with the City’s CDBG oversight staff to ensure that all program requirements are fulfilled, and all deadlines are met. The Consultant's basic services will include, but not be limited to, the following: • Assist the City in finalizing program guidelines and developing program marketing materials, applications, and forms. • Program marketing. • Business intakes, eligibility requirements and property vetting. • Complete project underwriting and analysis of business(es) participating in or benefiting from CDBG funds pursuant to CDBG program regulations, HCD requirements and City’s program guidelines. • Execute all loan agreements with approved businesses. • Ensure all accomplishments are properly documented to ensure National Objectives are met. • Coordination with City staff to ensure accurate and timely completion of the Economic Development program. • Other economic development program activities as may be appropriate and mutually agreed upon between the City and consultant.
