The City of Auburn, through the Auburn Arts Commission, is currently seeking an artist or artist team to design, fabricate, and install a large-scale sculpture in accordance with Caltrans guidelines. This sculpture will be located in a newly constructed traffic roundabout at the intersection of State Highway 49 (Lincoln Way) and Borland Avenue in Auburn. (See Attachments 4-8) A. Site Details The Project Site is the central island of the roundabout as shown in Attachment 6 (Caltrans L-4, Design Layout). Attachment 7 (Caltrans LD-1 Rock Mulch Placement) illustrates the current Caltrans landscape design showing an asymmetric mound of dirt covered with two colors of rock mulch and boulder rockery walls surrounded by a 5-foot-wide cobble veneer channel perimeter draining to a drop inlet culvert. Beyond the Site is an accented paved truck apron. The Site is approximately 60 feet in diameter. Artwork design and installation must adhere to, without limitation, Caltrans grading and erosion control specifications. Attachment 8 (Caltrans G-1 Contour Grading) illustrates the Caltrans contour grading plan. Any alteration to central island earthwork will require prior Caltrans engineer approval. In addition, there is NO water or power to the Site. Therefore, the proposed artwork shall incorporate a xeriscape design B. Theme/Style • The selected sculpture will enhance and reflect the natural and scenic beauty of the Auburn and American River Canyon area. • Proposed Projects must embody high aesthetic quality, including consideration of content, craftsmanship, uniqueness, and relevance to its location. • The Project design should utilize sculpture, landscape architecture and engineered installation solutions while considering environmental impact and sustainability in use of materials. • The final landscape design should utilize materials that are native to the area (earth, natural stone, grasses, etc.) as approved by Caltrans. • All artistic styles, abstract or representational, are encouraged. • As the City is seeking the creation of artwork on the City’s behalf, and the selected sculpture shall constitute the City’s art, proposals that are sexual, political, religious, or otherwise divisive or partisan in nature will not be considered. • The ultimate Project design is subject to approval by Caltrans. C. Structural Requirements • Permanent installation in durable media. • Artwork must be comprised of durable and safe materials that can withstand long-term exposure in an outdoor environment, be resistant to vandalism, and be mindful of ongoing maintenance requirements. • Specific product types and brands, including but not limited to primer, paint, sealer or other materials will require approval by Caltrans prior to use or installation. D. Additional Requirements • Designs are to be the original work of the artist(s). The artist(s) must warrant and guarantee any submitted design does not infringe upon any copyright or the rights of any person or entity. • Artist(s) must be able to demonstrate relevant experience with past works, especially with large-scale public art projects. • The selected artist(s) shall be responsible for creation and installation of their work in compliance with City timelines and specifications and all Caltrans requirements. • The selected artist(s) and the City of Auburn will execute a contract specifying terms, price and schedule for completion of the Project. • Final Project must be approved by the City Engineer and Caltrans for structural/installation stability and traffic safety. • Any and all work within the Caltrans Right-of-Way shall comply with, without limitation, Caltrans Specific Project Development Procedure as set forth in Caltrans Project Development Procedures Manual – Chapter 29 – Section 9 Transportation Art (Attachment 1), which includes but is not limited to design approval and transfer of copyright ownership from the artist(s) to Caltrans (Attachment 2).
