San Bernardino County is soliciting proposals from qualified Respondents to establish and operate a café and restaurant within Building A-190 at Apple Valley Airport. The selected operator will be responsible for the design, operation, staffing, marketing, and daily maintenance of the facility, with a strong emphasis on maintaining a high-quality establishment that serves both airport users and the surrounding community. The café/restaurant should offer a variety of options, including tapas, small plates, breakfast, lunch, dinner, and a craft brewery component. The County’s objective is to enter into a lease agreement with an operator who will not only provide exceptional food and beverage service but also foster community engagement and support local initiatives. The successful Respondent will be expected to host numerous fundraisers and charitable events, as well as provide meeting space for local environmental, social, and community groups. By doing so, the café/restaurant will become a hub for community activity and a valued resource for the region. 2. Requirements: The Contractor, at a minimum, will be responsible for the following items: a. Maximize revenue to the County through a long-term lease of the café/restaurant/brewery premises. b. Consideration and evaluation of the recurring revenue stream proposed by respondents from the proposed Lease structure will include, but not be limited to: start date of County receiving revenue, frequency of revenue received (e.g., monthly, quarterly, or annually), proposed rent increases over the Term of the Lease, the length of the Lease Term, and any market risk factors that may hinder or reduce the proposed revenue stream over the Term of the Lease. c. Provide a high-quality and well-maintained café/restaurant that augments and conforms to the aeronautical neighborhood and surrounding community. d. Meet all land use, capital improvement, and rehabilitation conditions and standards set forth by, but not limited to, the County through LUS, Towne of Apple Valley, FAA, and any governmental requirements. e. Ensure all public rights of way are improved to standards and integrate all access and safety requirements. f. Strengthen the quality of life for the immediate community through café/restaurant operations and community engagement. g. Submit to the County, on a periodic basis as determined by the County, records of the number and types of customers served, including event attendance and community engagement metrics, as applicable. h. Develop, maintain, and annually submit a Maintenance Plan for the café/restaurant premises, and submit quarterly maintenance schedules. i. Develop, maintain, and annually submit a Marketing Plan with a minimum of four major events a year: participation in the Apple Valley Airport Air Show as one major event when applicable. j. Ensure that all café and restaurant facilities on the leased premises are used exclusively for food and beverage service operations in accordance with applicable health, safety, and regulatory requirements, as well as County policies. Implement appropriate penalties for any non-compliant uses, subject to review and approval by the County.
