1. Phase One: Campground Closure and Exclusive Site Control a. Scope of Work: Phase One shall consist of complete demolition, grading, utility installation, paving and all concrete work associated with the campground entry kiosk. b. Site Access and Control: The Contractor shall be granted exclusive access and full control of the Project site for a continuous six week (42 calendar days) period within a three – month window commencing November 1 and concluding on January 31 (“Full ShutDown Window). During this six-week period, the entire campground shall be closed to the public. c. Scheduling Requirements: The Contractor shall provide the State with no less than thirty (30) calendar days’ written notice of its intended start date for the six week period. Upon commencement, the six-week period shall run continuously, and no extensions or interruptions shall be permitted except as authorized by the State’s Representative after review of justifiable circumstances and as approved in writing. d. State’s Obligations: The State will coordinate and ensure that the campground is not in use and is fully closed to the public for the entirety of the six week period, beginning on the date provided in the Contractor’s notice. 2. Phase Two: Campground Reopening and Controlled Work Environment a. Scope of Work: Phase Two shall consist of all remaining Work not completed in Phase One and shall be performed during ongoing campground operations. b. Site Logistics and Public Access: The contractor shall develop and submit a site logistics plans, subject to approval by the State’s Representative, that ensures continued public access to and from the campground. The plan shall identify contractor work zones, parking, material laydown areas, and clearly delineated traffic lanes for camper ingress and egress. c. Contractor Obligations: The Contractor shall strictly adhere to the approved Site Logistics Plan at all times during Phase Two. Modifications to the plan must be submitted in writing and receive prior written approval from the State. d. General Conditions Applicable to Both Phases. 3. All Work shall be performed in the compliance with applicable codes, regulations, and the terms of this Contract. The Contractor shall coordinate its operations to minimize disruption to State operations and for public access when outside the designated full-closure period. B. Before commencing Work of each phase, submit an updated copy of Contractor's construction schedule showing the sequence, commencement and completion dates for all phases of the Work.
