This is a Sources Sought Notice for the purposes of conducting market research and obtaining industry information ONLY. This is NOT a request for proposal, quotation, or bid, nor a synopsis of a proposed action under FAR Subpart 5.2. No reimbursement will be made for any costs associated for providing information in response to this synopsis or on any follow up information. No solicitation is currently available. The U.S. Fish & Wildlife Service (USFWS) will use information obtained through this synopsis as well as other market research to develop an acquisition strategy, before the solicitation is posted.
Summary:
The USFWS is anticipating the solicitation and award of one firm fixed price contract. The work under this contract is expected to include, but is not limited to the following:
Design-build services to prepare construction documents, provide permitting, and construction for the replacement of the North Flume at the Sacramento National Wildlife Refuge (NWR) in Willows, California. Must complete a site investigation, prepare design plans and specifications, provide environmental permitting, and construction services for the replacement of the North Flume, adjacent abutments, spillway connection to Logan Creek, and surrounding earthwork. The Contractor’s responsibility includes but is not limited to the following design and construction requirements:
• Design and install a replacement flume with a conveyance capacity that meets or exceeds that of the existing flume. The replacement flume must be fire-resistant corrugated metal pipe (CMP) coated to withstand corrosive environments as approved by Contracting Officer’s Representative (COR). Alternative materials may be considered by the COR in coordination with the Project Leader and Refuge Manager.
• Design and install two OSHA compliant, slip-resistant, and corrosion-resistant, walkway surfaces and associated removable handrails. These walkway surfaces must allow for Refuge staff to traverse over the spillway connection to Logan Creek and upstream of the North Flume CMP for future maintenance purposes.
• Design and install stoplog slots and provide replacement wood stoplogs to meet or exceed the functionality of the existing flume.
• Demolition, removal, recycling, and/or disposal of the existing flume infrastructure.
• Install erosion and sediment control measures, vegetation, and stabilization of all disturbed or impacted areas.
• Structure shall be designed to provide a minimal service life of 50 years, resist forces from variable flows, prevent deterioration and decrease maintenance.
The overall period of performance is approximately 24 months from date of award. All work shall be completed and fully operational by March 1st, 2028.
The primary NAICS code for this acquisition will be 237990 - Other Heavy and Civil Engineering Construction and the size standard is $45.0M.
