Specifications include, but are not limited to:The Department is seeking a qualified consultant to provide business process identification, documentation and re-engineering services for the Division in its Headquarters and outlying offices. The Department would like to identify and document the various existing permitting processes for Oil and Gas, and Geothermal wells; identify common, relevant steps in each process; develop a common, consistent state-wide business process in preparation to transition to a modern electronic permitting process; ensure the information required by legislative mandates is being collected; and ensure the information currently required to be included on the Division’s Notice of Intention meets the minimum requirements to satisfy permitting requirements and the Division’s geospatial data management needs . The standardization of the permitting process and transition to electronic permitting is to standardize the submission, collection, processing and evaluation of data required to issue timely permits that meet minimum technical standards; allow for real-time tracking of permit applications; and supply data elements needed to measure performance, improve efficiency and provide information to stakeholders.
