Specifications include, but are not limited to: Task 1: Kick-off Meeting with the Selected Consultant: The City and consultant’s teams will meet to discuss the scope of work and expected deliverables for each phase of the feasibility study. The City requires the consultant to provide a schedule of values to be used for detailed billing of project milestones. Deliverables: Consultant’s Detailed Schedule of Activities Task 2: Data Collection: The consultant team will collect data regarding broadband accessibility, reliability, speed, market conditions, and demand via interviews, site visits, available public data, and other necessary means to support a thorough investigation. The consultant will work in coordination with City’s Project Manager. During the data collection phase, the consultant will consider, among others, the following measurables: • Comprehensive market and customer demand analysis including existing conditions and a realistic assessment of asset inventory available for expanding broadband connectivity into underserved areas of the City • Assess planned City/Utility projects that may create opportunities to install conduit and other broadband infrastructure • Assess the ability to occupy unused infrastructure that is not owned by the City • High-level assessment of City’s fiber, communications, utility assets along with technologies that could be leveraged to deliver last mile connectivity Deliverables: Technical memo on data. Task 3: Provide Assessment Results: The consultant team will prepare a draft of the assessment report for review by City. The draft report shall include all deliverables including, but not limited to: mapping of service areas; identified gaps; cataloging of existing infrastructure; market analysis; and community engagement results. The metrics within the assessment should identify and detail the disparity between access to and adoption of a broadband network. The consultant will incorporate edits to the draft report to develop the final assessment report. The final report shall summarize the information gathered and document the tasks completed and work performed for the project. Deliverables: Draft and Final Technical Assessment Report.
