Specifications include, but are not limited to: The City of Irvine (City) is seeking proposals from qualified firms to conduct an assessment of internet service gaps within the City and provide recommendations on options to address such gaps directly or through a public-private partnership. The selected consultant shall identify internet coverage gaps and unreliable and/or slow services within the City; create an inventory of existing Internet Service Providers; review inventory of existing City broadband infrastructure including the assessment of the physical "last mile" connection readiness; recommend temporary stopgap measures and permanent solutions to provide reliable internet services in Irvine, including but not limited to: public-private partnerships, private investment with public facilitation (including but not limited to new franchise agreements), private execution, and public execution.
