The City of Desert Hot Springs is requesting proposals from qualified civil engineering and environmental consulting firms to prepare the full Plans, Specifications, and Engineer’s Estimate (PS&E), secure environmental approvals, and provide construction-phase support services for the Bridges Over Water Project. This project proposes to evaluate the entire flooded area and construct new crossings at Indian Canyon and Mission Lakes Blvd and redirect the flows away from the roadway and onto Mission Creek to allow for safe and open accessibility through Indian Canyon during rain events. Design and construction of new crossings at Indian Canyon Drive and Mission Lakes Blvd, and improvements to the box culvert low water crossing at Indian Canyon at Mission Creek, to allow for safe and open accessibility through Indian Canyon Drive during rain events. The consultant will be responsible for developing detailed and constructible PS&E documents for the Bridges Over Water Project, considering site conditions, utility coordination, and compliance with City standards, accessibility regulations, and water-efficient landscape requirements. These improvements aim to provide year-round access across Indian Canyon Drive and Mission Lakes Boulevard. The selected consultant shall provide: 1. Preliminary Design & Alternatives Analysis - Hydrology/hydraulic modeling (Mission Creek, Morongo Wash) - Roadway flood risk assessment - Environmental baseline studies - Up to three conceptual design alternatives 2. Environmental Compliance - Prepare necessary documents to comply with NEPA (Categorical Exclusion or EA) - Agency coordination (e.g., Caltrans, USACE, FEMA, CVWD, tribal nations) - Public engagement and stakeholder outreach 3. Engineering Design (PS&E) - Complete design of new crossings at: • Indian Canyon Drive at Mission Lakes Blvd (box culverts/crossing) • Mission Lakes Blvd east of Indian Canyon drive (box culverts/crossing) • Redirect flows from Indian Canyon at Mission Lakes south to Mission Creek - Construction drawings, technical specifications, and detailed cost estimates - Include road, bridge, drainage, and utility plans - Address ADA compliance and traffic safety 4. Construction Phase Services - Respond to RFIs and prepare addenda - Provide construction engineering support - Coordinate inspections and materials testing
