This Feasibility Study will evaluate the replacement of Bridge 11C-0075 (County Road Z over Angel Slough) in Glenn County, a critical structure with significant traffic constraints due to its current restricted 12-foot width. The study will explore the feasibility of replacement through the Highway Bridge Program (HBP) and identify alternative crossings to support uninterrupted traffic flow during the planning and construction phases of the replacement project. Consideration of the selection of a viable alternative will be given to safety improvements, impacts on local and regional transportation connectivity, and economic implications for the surrounding area. The study will also assess interim solutions to ensure continuity of access for residents, businesses, agricultural activities and emergency services. This request invites qualified consultants to submit a proposal for the items of work described in the Anticipated Scope of Services as described below for this project. Proposalsshall be prepared and submitted in accordance with the requirements described in this Request for Proposal (RFP). All submittals received by the specified deadline will be reviewed by the PWA for content, completeness, and experience. After those firms deemed the most qualified are ranked, further evaluation and interviews of the ranked firms may be conducted as part of the final selection process. However, the PWA reserves the right to complete the selection process without proceeding to an interview phase and may choose to select the consultant based upon information supplied in the proposal. Upon selection of the most qualified firm the PWA will negotiate with the top ranked firm. An agreement will be executed with a single firm. If PWA is unable to arrive at a mutual agreement with the top ranked firm, then PWA retains the right to move on to negotiations with the second (then third, etc.) ranked firm. The contract shall be a cost plus fixed fee plus reimbursement of actual expenses with an agreed maximum amount.
