1. Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation will not be issued. The solicitation number is F1S0AY5202A005 and is issued as a Request for Quotation (RFQ).
This acquisition is conducted under FAR Part 12 (Acquisition of Commercial Products and Commercial Services) and FAR Part 13.5 (Simplified Procedures for Certain Commercial Items). The solicitation document and incorporated provisions and clauses are those in effect through FAR FAC 2025-05.
2. Requirement
The Air Force Test Center (AFTC), Bomber Systems Integration (S.I.) Data Lab requires a suite of precision calibration equipment, brand name or equal to Additel, to support pressure, temperature, and process instrumentation testing across mission systems.
Salient characteristics include, but are not limited to:
- Automated pressure calibrators (e.g., ADT762/761A series) generating and measuring vacuum to 15,000 psi at 0.01% FS accuracy.
- Digital pressure modules compatible with primary calibrators, expanding ranges to 10,000 psi.
- Hydraulic/pneumatic manifolds and generators with quick-connect interfaces and portable cases.
- Hose assemblies and test kits rated to 15,000 psi with appropriate connectors and filters.
- Temperature calibration equipment: dry well calibrators (-40°C to 1210°C), thermocouple furnaces, RTDs, and secondary standard PRTs with ISO 17025 certificates.
- Process calibrators with HART communication.
- Accessories (cases, accumulators, adapters, cable kits, maintenance kits).
- Calibration and asset management software supporting ISO 17025 traceability and automated data logging.
Offerors proposing “equal” products must provide supporting technical documentation demonstrating compliance with all salient characteristics.
3. Delivery
- FOB Destination: Edwards AFB, CA 93524
- Required Delivery Date: 180 days After Receipt of Order (ARO)
4. Competition
This requirement will be competed on a brand name or equal basis in accordance with FAR 11.104. Competition is anticipated among Additel and its authorized distributors.

- NAICS Code: 334515 – Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals (Size Standard: 1,250 employees)
- PSC Code: 6625 – Electrical and Electronic Properties Measuring and Testing Instruments
6. Evaluation Factors
Quotations will be evaluated in accordance with FAR 13.106-2(b) based on the following factors:
- Technical Acceptability – Demonstrated compliance with all salient characteristics.
- Price – Total evaluated price.
Award will be made to the responsible offeror whose quotation is technically acceptable and provides the best value to the Government, price and other factors considered.
7. Instructions to Offerors
- Quotes shall include UEI, CAGE Code, delivery schedule, and warranty terms.
- Quotes must identify whether the items proposed are Additel brand or equal and provide supporting documentation demonstrating equivalence.
- Quotes are due 15th Sep 2025 4:00 PM PST Time via email to josiah.broadway@us.af.mil. Late quotes will not be considered.
