The East County Advanced Water Purification (East County AWP) Joint Powers Authority (JPA) is requesting proposals from qualified, competent, and experienced Contractors for biosolids hauling and disposal from the JPA’s solids handling facility (SHF) located at 12001 Fanita Parkway, Santee, CA 92071 as set forth in this Request for Proposals (RFP) and in compliance with all applicable laws, regulations, policies, and procedures to support the JPA for a period of up to five fiscal years (FY 2026 - FY 2030). The successful Contractor shall provide services including, but not limited to, profiling, permitting, operating, hauling, marketing, biosolids management, recordkeeping and reporting in accordance with federal, state, and local regulations. Contractors submitting proposals must be prepared to enter into a service agreement (“Agreement”) for the duties as set forth in this RFP.
