1.2 PROJECT DESCRIPTION A. The work consists of the provision of a low emission landfill gas (LFG) enclosed flare and control panel (System) for the future installment at the Billy Wright Landfill (Landfill) with LFG sourced from the Landfill. Merced County Regional Waste Management Authority (Owner) will purchase the System. The LFG will be sourced from the active Landfill. The proposed flare shall meet the emission limits of the San Joaquin Valley Air Pollution Control District Rule 4311. 1.3 WORK COVERED BY FLARE MANUFACTURER CONTRACT DOCUMENTS A. Summary of Goods: Flare system and LFG equipment including the following major elements: a. Combustion Burner(s) b. Low Nitrogen Oxide (NOx) Enclosed Flare Stack c. Pilot Gas System d. Combustion Air Blower e. Air Compressor System f. Ignition and Control Station (Control Panel) g. Ancillary Equipment and Instrumentation h. Blower Skid Including: i. Three (3) LFG Blowers at 50 percent of capacity, thus one (1) blower is in backup mode ii. One (1) Moisture Separator and Demister Pad (KOP) iii. Three (3) VFDs B.
