Specifications include, but are not limited to: Midpeninsula Regional Open Space District (Midpen or District) seeks a team led by a Civil Engineer to provide professional design and engineering services for the Big Dipper Culvert Repair Project (Project). The Project will repair a culvert and road damaged during the winter storms of 2022/2023 at Skyline Ridge Open Space Preserve (Skyline Ridge). The winter storms of 2022/2023 resulted in damage to an existing ditch relief culvert, which runs underneath an approximately 12-foot-wide rocked/gravel driveway. Materials under and around the existing 40-foot long by 18- inch diameter HDPE culvert were washed out and the culvert decoupled at the existing joint. The District is pursuing FEMA funding for the repair of this culvert and associated roadway. The proposed repair must adhere to FEMA guidelines regarding cost-effective public assistance hazard mitigation measures (see attachments 5-7) as required to be eligible for reimbursement. The Project site is located within the Big Dipper Ranch inholding within the District’s Skyline Ridge Open Space Preserve. Skyline Ridge is a 2,143-acre preserve in San Mateo County that extends towards Alpine Rd to the North and Skyline Blvd to the East. The Project is typical of projects in a wildland setting. Accessing the project site may require hiking through thick brush, including poison oak, with the potential presence of ticks, rattlesnakes, mountain lions, inclement weather, and other issues associated with the natural environment. • Design and engineering work to repair damage due to the 2022/2023 winter storms, including the damaged existing 40-foot long by 18-inch diameter HDPE corrugated pipe, the culvert materials under and around that were washed out, outlet rock protection, and any modifications required to the inlet/headwall structure. • Design and engineering of inlet protection. • Design and engineering headwalls at culvert if determined to be necessary. • Design and engineering of the washed-out roadway section for use as a gravel driveway. • Design and engineering of embankment stabilization measures.
