The purpose of this amendment is to provide responses to contractor's questions and incorporate the revised PWS. The response due date did not change. See attached revised PWS and responses to contractor's questions.
The National Cemetery Administration (NCA) has a requirement for Grounds Maintenance Services at the Benicia Arsenal Post Cemetery. The Government intends to award a single Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract.
Requirement: The Contractor shall provide all labor, equipment, materials, and supervision of its employees to perform the service requirements under this contract for Benicia. Service requirements include, headstone Services, turf and grasses maintenance, tree, shrub, planting, and bed maintenance, irrigation system services, drainage system maintenance, trash & debris removal, pavement sweeping and cleaning, portable latrine services, flag raising/lowering, structure cleaning and light maintenance, and ceremonies sssistance.
This requirement is restricted as a 100% Service-Disabled Veteran Owned Business Set-Aside. The North American Industry Classification System (NAICS) Code assigned to this project is 561730 - Landscaping Services and the Small Business Size Standard is $9.5 Million. This acquisition will be procured in accordance with FAR Part 12 Acquisition of Commercial Products and Commercial Services.
Questions: All vendor questions regarding this solicitation shall be submitted by email to the Contracting Specialist no later than 01/23/26 @ 1600 PST. Questions received after this deadline may not be addressed, and answers will be provided via amendment on SAM.gov.
Site Visit: A site visit is scheduled for 01/20/26 @ 1000 PST. Vendors shall meet at the gate entrance and must arrive on time. Vendors are strongly encouraged to attend the site visit to ensure a full understanding of the requirements. No additional or repeat site visits will be scheduled.
Offerors are required to notify, via email, Contract Specialist Roberto Escobedo and the Aaron Shoupe (COR) of their plan to attend. Notification should include Company Name, Address, Names of Attendees, and Phone No. Attendance Notification should be received by the Contract Specialist and COR via email Roberto.escobedo@va.gov and aaron.shoup@va.gov no later than 01/19/2026, at 3PM (PST).
SAM Registration: Only quotes submitted by vendors that are actively registered in SAM.gov at the time of quote submission and award will be considered. Quotes from vendors that are not actively registered in SAM.gov will be rejected as non-responsive.
