The County of Riverside Purchasing Department on behalf of Riverside County Information Technology (RCIT) is seeking information from vendors regarding modern badge reader and access control solutions. The purpose of this RFI is to understand market capabilities, identify potential solutions and solicit formal proposals for implementation. Vendors are encouraged to provide detailed responses addressing system functionalities, integration capabilities, scalability, and compliance with organizational security policies. BACKGROUND: The County of Riverside spans approximately seventy-three hundred square miles and includes several hundred county-operated buildings supporting fifty-one departments with an estimated 22,000 employees. This number does not include the many contractors, vendors, interns, temporary staff, volunteers, and other non-county personnel who operate within these facilities. Riverside County Information Technology (RCIT) is responsible for the ongoing maintenance of the access control system, including moving, adding, and updating user access, as well as managing the database that supports these operations. The county continues to seek a streamlined method to provide everyone with a single, secure access credential that is easy to deploy and manage. RCIT aims to implement a robust access control system that meets the following objectives: Seamless transition from the current 37-bit cards to 48-bit cards while supporting future technologies. Granular access control and unlimited partitioning for different departments. Non-propriety hardware to allow flexibility in system upgrades. Integration with Active Directly (AD), Azure, PeopleSoft, ServiceNow, and Milestone VMS. Automated user management with role-based access restrictions. Multi-factor authentication support for high-security areas. Robust monitoring, reporting, and audit logs to meet compliance and security standards. Failover and redundancy to ensure uninterrupted operations in case of network failures. 24/7 vendor technical support with direct access for our internal teams. Compatibility with mobile credentials and biometric authentication. Flexibility to integrate newer card formats without significant system overhauls. Description of any additional innovative technologies that could improve security and efficiency.
