The Department of Justice (DOJ) is seeking to obtain one (1) full-time lead consultant resource who specializes in business analysis services on existing and emerging technologies, business process reengineering, training and mentoring on business analysis, and agile methodology adoption. The Business Solutions Analyst (BSA) consultant resource is expected to be an experienced team member who can function as Lead Business Analyst, Scrum Master, Product Owner, or Agile Coach. Based on business needs and the availability of funding, three (3) optional Business Solutions Analyst consultant resources may be added after contract award. At DOJ’s discretion, the number of optional Business Solutions Analyst consultant resources can be increased or decreased. The BSA consultant resource may identify, analyze, document requirements and recommendations for improvements to business processes and supporting systems; driven by business needs, stakeholder problems, legislation, court order, policy decisions, or any factor that may drive the business to look for opportunities to make process improvements. The BSA consultant resource may assist with the development of Business Cases, Initiatives, Concepts, California Department of Technology (CDT) Project Approval Lifecycle (PAL) documentation and artifacts, Strategic Plans, Product Backlogs, Sprint Backlogs, Business Requirements, Mid-level and Detailed Solution Requirements, Test Cases, Test Data, and other business analysis related documentation.
