5.1. The Contractor shall conduct a county-wide survey reaching a minimum of 700 interviewees up to a maximum of 1,000, ensuring statistically valid representation across all five County districts. 5.2. The survey shall be 15 to 25 minutes in length, balancing quantitative and qualitative methods to capture broad trends and constituent feedback. 5.3. The Contractor shall demonstrate familiarity with policy issues relevant to San Diego County residents, including multiple structures and types of revenue sources, revenue-focused ballot measures, budget priorities, public safety, housing, behavioral health, governance, and environmental sustainability. 5.4. The Contractor shall provide a comprehensive analysis of the survey results, including: 5.4.1. Topline findings summarizing key insights. 5.4.2. Crosstab analysis breaking down responses by demographics and geography. 5.4.3. Verbatim responses from open-ended questions. 5.4.4. A full written report with key takeaways and actionable insights. 5.4.5. A formal presentation of findings for District 3 residents and stakeholders. 5.5. The Contractor shall be available for one to two community report backs, which may take the form of a webinar, town hall, or other public presentation to ensure public engagement. 5.6. The Contractor shall ensure all data collection, analysis, and reporting adhere to County policies on public engagement, research ethics, and data security.
