Specifications include, but are not limited to: 6.1. Public Health Center (PHC) Services: 6.1.1. Contractor shall review HHSA clinic services and operations in place at the following PHC locations throughout San Diego County: 6.1.1.1. Central PHC: 5101 Market Street, San Diego, CA 92114. 6.1.1.2. East PHC: 367 North Magnolia Avenue, El Cajon, CA 92020. 6.1.1.3. North Central PHC: 5055 Ruffin Road, San Diego, CA 92123. 6.1.1.4. North Coastal PHC: 3609 Ocean Ranch Boulevard, Suite #104, Oceanside, CA 92056. 6.1.1.5. North Inland PHC: 649 West Mission Avenue, Suite 2, Escondido, CA 92025. 6.1.1.6. South PHC: 690 Oxford Street, Chula Vista, CA 91911. 6.1.2. Contractor, at a minimum, shall analyze and submit a report, as described in Section 7.3., of the following PHC services: 6.1.2.1. Immunizations; 6.1.2.2. Tuberculosis Clinic (testing, treatment); 6.1.2.3. Sexually Transmitted Infection Clinic (testing, treatment, HIV pre-exposure prophylaxis, HIV post-exposure prophylaxis); 6.1.2.4. Radiology; 6.1.2.5. Laboratory; 6.1.2.6. Prophylactics distribution; 6.1.2.7. Health Education; and 6.1.2.8. Naloxone distribution. 6.2. Home Visiting Programs Services: 6.2.1. Contractor, at a minimum, shall analyze and submit a report, as described in Section 7.3., regarding home visiting services. 6.2.2. Contractor shall submit a cost/benefit analysis of reimbursement for home visiting services through Medi-Cal Administrative Activities/Targeted Case Management as compared to billing directly for this service to the Medi-Cal Managed Care Plans and/or additional third-party payers. 6.2.3. Contractor shall identify other potential services provided during home visits that may be billable. 6.3. Pharmacy Services: 6.3.1. Contractor, at a minimum, shall analyze and submit a report, as described in Section 7.3., regarding Pharmacy services. 6.3.2. Contractor shall assess HHSA Pharmacy services and operations for opportunities to bill for services provided to include, at a minimum: 6.3.2.1. Pharmacy services provided for PHCs listed in Section 6.1.1., including 340-B/non-340-B medications and PEP/PrEP; 6.3.2.2. Pharmacy services provided for County Behavioral Health Centers; 6.3.2.3. Naloxone distribution; 6.3.2.4. Nicotine/smoking cessation; 6.3.2.5. Birth control; 6.3.2.6. Testing for medical conditions; 6.3.2.7. Medication Assisted Therapy; 6.3.2.8. Medical Therapy management; 6.3.2.9. Comprehensive medication management; 6.3.2.10. Vaccine or long acting injectables; 6.3.2.11. Hypertension and diabetes counseling and medication management; and 6.3.2.12. Mobile Pharmacy services. 6.3.3. Limited billing is currently in place for Pharmacy through Behavioral Health Services, connected to services for the San Diego County Psychiatric Hospital and Edgemoor Distinct Part Skilled Nursing Facility. Contractor shall review to determine if there are specific areas where billing for these sites can be maximized.
