Specifications include, but are not limited to: TASK 1: OVERALL PROJECT MANAGEMENT Consultant shall engage in Ongoing Project Management to conduct regular meetings with, and provide progress reports to, MTC and the Project Managers for each of the Project efforts throughout the course of the project. Consultant shall take notes during the meetings and provide them as necessary. Consultant shall meet with MTC and the project managers of each of the Projects to conduct a Project Kick-Off Meeting to develop a Work Plan detailing the scope, schedule, and budget, including method of payment, for each of the Projects identified in the scope. Consultant shall provide an agenda for the meeting no later than two days prior to the meeting, and a Work Plan confirming scope, schedule and budget for the entire effort within a reasonable time following the meeting. The Work Plan shall be updated as needed during the course of the Projects and must be approved in writing by the MTC Project Manager. Payment and budgeting will be made in accordance with the approved Work Plan. Following the completion of the two projects, Consultant shall provide an Projects Evaluation Memorandum assessing the impact of the two projects, with recommendations for how PPAs could be supported in the future, and recommendations for next steps. Task 1 Deliverables 1.1 – Ongoing Project Management, including Meeting Notes 1.2 – Kick-off Meeting and Agenda 1.3 – Work Plan, including updates as-needed 1.4 – Projects Evaluation Memorandum PROJECT 1: NORTHERN WATERFRONT PRIORITY PRODUCTION AREAS TECHNICAL ASSISTANCE PROJECT This proposed scope of work pertains to the Northern Waterfront Priority Production Areas Technical Assistance Project of the County of Contra Costa, City of Concord, City of Pittsburg, City of Antioch, and City of Oakley. TASK 1 – INVENTORY OF INDUSTRIAL LAND Consultant shall create an Inventory of Industrial Land across multiple Priority Production Areas (PPAs) that includes but is not limited to identifying the number and size of each of the parcels, property ownership, current use, vacant and underutilized sites, general plan and zoning designations, locational constraints (e.g., adjacency to federal land [MOTCO, Antioch Dunes National Wildlife Refuge, etc.] that may limit allowable uses), infrastructure capacity, rail services and corridors (active & inactive), deep-water access, on-site facilities, parking, access, and other site selection criteria based on recommendation of Consultant Consultant shall prepare an Industrial Land Recommendations Memo to identify opportunities (e.g., zoning, flexible uses) to maintain adequate supply of development-ready Industrial Sites and support business growth. Task 1 Deliverables: 1.1: Inventory of Industrial Zoned Land 1.2: Industrial Zoned Lands Recommendations Memo Task 2 – INFRASTRUCTURE CAPACITY ANALYSIS This task includes an assessment of infrastructure, including, but not limited to, capacity, service gaps, inefficiencies, and vulnerabilities. Recommendations across the PPAs (utilities, etc.) shall be developed and relevant stakeholders (e.g., power utilities, water districts, fiberoptic utilities, etc.) shall be engaged. Consultant shall: Prepare an Infrastructure Capacity Analysis and Recommendations Memo to assess infrastructure capacity for each PPA, including: utilities supply and distribution infrastructure: power transmission and distribution infrastructure, water and sewer, fiberoptic and broadband, and other infrastructure, as appropriate. Prepare a Transportation and Good Movement Analysis and Recommendations Memo to assess transportation access for goods movement access for each PPA including road, rail service and/or deep-water access Each Memo shall identify service gaps, inefficiencies, and vulnerabilities of all infrastructure Each memo shall identify recommended expansions and upgrades and relevant stakeholders to engage to maintain or improve the supply of development-ready sites and support business growth.
