The purpose of this Request for Proposal (RFP) is to solicit offers from qualified firms to establish contracts for non-emergency, medically necessary transportation services for clients of the County of San Luis Obispo, Behavioral Health Department. Services to be provided shall include, but not be limited to, the following: Out-of-County Transportation : Transport clients under Public Guardian jurisdiction for psychiatric admissions, residential placements, and court appearances. In-County Transportation : Provide transport to court hearings and treatment groups not reimbursed by CenCal Health. Conservatee Transport Services : Ensure supervision during transport and appointments, including personal belongings and medications. Vehicle Requirements : Use secured, equipped vehicles, including wheelchair-accessible options, and follow safety protocols for high-risk clients (e.g., 5150/LPS Conservatees). Trained Staff : Deploy trained, licensed transport staff for mental health crises and high-risk transport protocols. HIPAA-Compliant System : Operate a 24/7 HIPAA-compliant dispatch and scheduling system. Incident Reporting : Provide timely incident reports and participate in County contract monitoring. Billing : Follow billing protocols with initial submissions to CenCal Health and denial documentation as necessary.
