Glenn County is inviting proposals from qualified organizations specializing in behavioral health services, who are interested in partnering with the County to develop and deliver residential behavioral health services for long-term living options as described by the Department of Healthcare Services (DHCS) Behavioral Health Bridge Housing (BHBH) Program. The County is interested in developing an Adult Residential Facility (ARF) that is 16 beds in capacity, although the number of beds is negotiable. Specifically, the County intends to make use of the BHBH infrastructure funds, and other flexible funding sources in order to purchase a property and will make any needed modifications for use in residential services, and to contract with a provider who will operate a residential program on-site. There are opportunities for shared equity with this project: (1) there is the possibility for organization awarded the agreement to purchase the facility from Glenn County and run it independently to support local behavioral health needs once the grant funding runs out; and/or (2) there is the possibility for organization awarded the agreement engage in the joint purchase/ownership of a property to be used as the ARF. Responses to the RFP should discuss if there is any interest in either form of shared equity. Adult Residential Facilities, also known as a Board and Cares, are non-medical facilities that provide room, meals, housekeeping, supervision, storage and distribution of medication, and personal care assistance with basic activities like hygiene, dressing, eating, bathing and transferring. This level of care and supervision is for people who are unable to live by themselves but who do not need 24-hour nursing care. Glenn County intends to identify a partner that will work closely with the County to develop and deliver a sustainable program model that meets the needs of the community and aligns with grant funding opportunities. This request for proposals anticipates diverse responses with respect to program models, and as such the anticipated contract period will be negotiated with the selected firm(s). The County reserves the right to award to one or more firms; whichever is in the best interest of the County. This RFP includes descriptions of the scopes of work for each type of service, proposal requirements, and instructions for submitting the proposal. The terms “Contractor”, “Provider”, and “Vendor” may be used interchangeably throughout this RFP.
