The City will provide the following items and/or services, when applicable: • Current tax rolls in digital format for each district • Current Engineer’s Report for each district • Maps of each district • Provide access to DAWeb • Operating and Capital Improvement Program budgets TASK I: EVALUATION OF ASSESSMENT RATE AND PROPOSITION 218 BALLOTING A full study is needed to ascertain what a proper level of maintenance would cost and explore how to properly set the assessment rate accordingly. Based on recommendation from the consultant as a result of this evaluation, the City may elect to use a petition to gauge the interest of an increased assessment prior to initiating a Proposition 218 ballot process to understand if there is community support for the increase. If a petition is successful in obtaining the City Council’s established signature threshold, the City may elect to proceed with a Proposition 218 ballot process. As part of the petition signature validation and in the event the City proceeds with a Proposition 218 ballot process, the City may request the consultant to complete additional task(s) that may occur simultaneously including, but not limited to: 1. Identify attributes related to assessments for parcels. 2. Calculate new assessment rates for parcels. 3. Prepare and submit Zone-specific Engineer’s Report. 4. Provide community outreach support and/or attend community meetings to properly inform property owners on the effects of a successful or unsuccessful Proposition 218 vote and to gauge community support of a proposed increase assessment. 5. Provide support and validation of the submitted petition signatures and signature removal requests and tabulate the final, verified count and determine if the petition is successful or unsuccessful in meeting the City Council’s established signature threshold pursuant to the Street Lighting and Landscape Maintenance Assessment District Proposition 218 Petition Guidelines. 6. Prepare and submit any revisions to Zone-specific Engineer’s Report. Prepare and submit related Proposition 218 ballots and notices. This includes any potential revote ballots and notices. 7. Attend City Council meetings related to Proposition 218 new or increased assessments, including ballot tabulation. Consultant shall complete the ballot tabulation procedures and provide City with final tabulation report. 8. Evaluate and update assessment factors for parcels. Include any final approved assessment changes in applicable fiscal year Engineer’s Report. TASK II: ANNUAL ADMINISTRATION - LANDSCAPE AND LIGHTING ACT OF 1972 DISTRICTS Provide the following services to complete the updating of Maintenance District No. 4 (with 3,230 parcels), Maintenance District No. 6 (with 238 parcels), Maintenance District No. 7 (with 380 parcels) and the Citywide Lighting and Maintenance District (with about 25,775 parcels) tax rolls to levy assessments for the next fiscal year(s) based on the requirements of the Lighting and Landscaping Act of 1972. 1. Review existing methodology and prepare Engineer’s Report for each district. 2. Prepare three (3) staff reports for City Council for each district at the following stages of the process: a. Ordering of Engineer’s Report. b. Preliminary approval of Engineer’s Report and setting public hearing date. c. Approval of Engineer’s Report and public hearing. 3. Attend City Council meetings for the preliminary approval of Engineer’s Report and public hearing for each district. 4 Obtain digital copy of existing database from County of Los Angeles Assessor and update the existing database. Compare with previous fiscal year tax rolls to determine any discrepancies and report to City. 5 Prepare and furnish Preliminary Assessment Roll for each district in digital format with new proposed assessment rates provided by the City. 6 After confirmation of assessments rates by City Council, submit assessment rolls for each district in the required format to the County of Los Ange
