The Consultant shall provide all professional assessment engineering and consulting services necessary for the formation of two new LLMDs, including the preparation of an Engineer’s Report and the implementation and management of a property owner ballot process. Preparation and Approval of Engineer’s Report The Consultant shall do all things necessary to prepare an Engineer’s Report in compliance with the 1972 Landscaping and Lighting Act, Proposition 218, and all other applicable laws and regulations including, but not limited to: a. Research. Conduct research of City, Solano County, and other relevant records such as City Council resolutions identifying Council actions, copies of secured tax rolls, parcel and development data, boundary maps, easements, cost estimates, homeowners’ association information, budget information, and electronic and Geographic Information System (“GIS”) data.
