The Consultant shall provide professional assessment engineering and consulting services necessary to evaluate the existing assessment methodology, recommend courses of action for an assessment increase, prepare Engineer’s Reports, and implement and manage a property owner ballot process. This section provides a general description and outline of services the Consultant will provide. This information is intended for reference only and is not inclusive of the entire work required to complete this project. Firms shall include a detailed recommended scope of work and cost proposal in their submittal (see Section 5.9). The City intends to collaborate with the selected Consultant to establish a final scope of work during the contract authorization phase of this RFP (see Section 7.3). 2.2 Preparation and Adoption of Engineer’s Reports The Consultant shall do all things necessary to prepare Engineer’s Reports in compliance with the 1972 Landscaping and Lighting Act, Proposition 218, and any other applicable laws and regulations related to: a. Description of Improvements and Boundaries. Collaborate with City staff to determine and modify the plans, specifications, and description of district improvements and boundaries. b. Budget Development. Collaborate with City staff to develop an annual district budget, including contingency, operational, and capital reserves. c. Special and General Benefit Analysis. Examine all benefiting and nonbenefiting parcels, district boundaries, and improvements, and conduct an analysis of the special and general benefits conferred upon each parcel and the public at large. d. Method of Apportionment. Develop a method to apportion special benefits among all benefiting parcels based on the proportionate special benefit derived by each parcel.
