Specifications include, but are not limited to: The County of Riverside Purchasing Department on behalf of the Human Resources Department’s Temporary Assignment Program (TAP) Division is seeking proposals from bidders willing to contract with the county and provide rates for As-Needed Temporary Staffing and Locum Tenens Services with no obligation by the county to purchase any specified amount of services. The County’s TAP office directly recruits and employs temporary employees for county departments, but also maintains contracts with outside firms for the same services as a backup measure, or in the event that TAP lacks the resources to recruit for a unique assignment, is unable to fill a position within a limited timeframe, or in times of unusually high demand during elections, emergencies, or a pandemic. Any temporary staffing or locum tenens provided by a contractor are the sole employees of the contractor and shall not be classified for FLSA purposes as an independent contractor. The awarded contractor’s(s’) employees are not employees of the county or its TAP division and not eligible for any county benefits. The County shall not be named a co-employer. In addition, the County will not require temporary staff in any one assignment for more than 90 days due to state law (Gov. Code Sec. 31000.4). The purpose of this RFQ is to contract with qualified contractor(s) that will provide backup temporary staffing and/or locum tenens services for specified classifications or groups of classifications in specified geographical regions within the County on an as-needed as-requested basis.
