Required as-needed NEPA planning services may include, but are not limited to: 1. Assist Airport Commission staff with strategic environmental planning services, including identifying the appropriate level of environmental review(s), creating synergies with parallel California Environmental Quality Act (CEQA) environmental processing, and developing stakeholder outreach approaches and strategies. 2. Prepare environmental documents consistent with NEPA, including, but not limited to: 2.1 FAA environmental policies and procedures per FAA Orders 1050.1G, Environmental Impacts: Policies and Procedures and 5050.4B National Environmental Policy Act Implementing Instructions for Airport Actions; 2.2 Title 40, Parts 1500-1508 of the Code of Federal Regulations (CFR); and 2.3 latest case law regarding NEPA compliance. 3. Conduct air quality analysis using the FAA’s Aviation Environmental Design Tool (AEDT) and other industry air quality models (e.g., U.S. Environmental Protection Agency (EPA)’s Motor Vehicle Emission Simulator (MOVES) and AERMOD models), calculate construction emissions and/or operational emissions, and provide a written deliverable or report.
